Board to adopt new APPR Plan

 

 

 

 

 

 

 

 

In accordance with New York State Education Law requiring all school district have a new Annual Professional Performance Review (APPR) Plan in place for 2011-12, the Green Island Board of Education will adopt its APPR Plan at its Nov. 3 meeting. APPR is the classroom teacher and principal evaluation system.

Some background on the law

In August 2010, New York State was awarded with a $700 million grant in the federal Race to the Top (RTTT) education competition. Green Island is slated to receive $15,182 over the next three years in RTTT funding. With the funding comes requirements that the state's school districts must adhere to, including incorporating the new national Common Core Learning Standards into the curriculum and adopting a new teacher and principal evaluation system.

Last year, the NYS Legislature passed a bill that mandates 60 percent of a teacher’s evaluation be based on subjective measures like a principal’s observations, a review of student work, or surveys of parents and students; 20 percent on local tests or other assessments; and 20 percent on state tests. The New York State United Teachers (NYSUT) union challenged the new law, and on Aug. 24, 2011, the New York State Supreme court ruled in favor of the teachers’ union. The NYS Education Department is appealing this ruling. Despite the ruling and the appeal, the bulk of the new APPR regulations remain intact, which means that school districts must work toward implementation of the state mandated process beginning this year.
